My graphic card fan sounds like someone sticking a pencil in it. Over and over. So I want to change it for the better. However I do not want to make a mistake, and buy something that needs too much power. I would rather not buy the equivalent of it as well. It is currently an ATI Radeon nd 5450 4gb. I have a 400w power supply. Thank you in advance. I don't really want to spend over $200!

You can take down the fan from a graphic card (usually you don't have to take down whole cooler) and by its serial number from the back you can order a new fan online (Ebay, Ali). This is maybe the easiest way (and you have a brand new fan for a few dollars).....
