google je prekrcan s tim problemom, neka od rješenja:

Windows C:/D: > Program Files > Steam > steamapps > common > Counter-Strike Global Offensive.
In this directory right click on csgo icon, go to properties, open compability tab, and then make sure "Disable fullscreen optimizations" is ticked. This one fixed the issue for me.

Changing the settings to run the game in fullscreen windowed mode worked for me. I got from 60 to 400 FPS

If windows 10, ensure XBox game dvr is disabled (it caps you at 60 fps)

Disable v-sync, check your graphics card driver menu to make sure you don't have any setting enabled that could force v-sync even if it's disabled in game.
