Market disappointed as Trump administration mulls a 10% stake in Intel

The exuberance around Intel appears to be fading fast as the Trump administration's plans to bolster the chipmaker's domestic manufacturing capacity continue to emerge from the haze of speculation, disappointing investors who had pencilled in a greater quantum of support. To wit, Bloomberg is now reporting that the Trump administration is mulling a 10 percent stake in Intel, which amounts to an investment of little over $10 billion, as per the chipmaker's current market cap. Intel has been slated to receive a combined $10.9 billion in Chips Act grants for commercial and military production, and the figure is roughly enough to pay for the government's holding, according to the Bloomberg report on Monday. Trump administration's entire raison d'ętre behind this move was to jump-start Intel's much-delayed Ohio fab, which is currently expected to go online in the 2030s at the earliest. As such, investors appear to be betting that a ~$10 billion investment in Intel might not be enough to accelerate the commissioning of the Ohio fab. Bloomberg is now reporting that the Trump administration is considering converting the CHIPS Act funding that Intel has already received into equity, further pressuring Intel's shares in the process.

SoftBank to buy $2 billion in Intel shares at $23 each

SoftBank Group late on Monday announced a plan to purchase $2 billion worth of Intel shares at $23 each, which will provide the troubled chipmaker much-needed cash. The companies inked a definitive securities purchase agreement, which sets the price of Intel stock (currently trading below its book value) at which the Japanese company will buy it. Intel and SoftBank frame the deal as a way to 'deepen their commitment to investing in advanced technology and semiconductor innovation in the United States. By modern foundry standards, $2 billion is not a large sum of money. Building a single leading-edge semiconductor production facility today typically costs between $20 billion and $30 billion, and in many cases even more, depending on planned production volumes, product mix, and equipment used. However, the investment does not seem to be entirely about money, even though $2 billion will be instrumental for Intel, which bleeds billions every quarter.
