If you changed out the CPU with a new compatible CPU Windows shouldn't care or even notice, as only the hardware speed changes. Unless you change out the CPU and mobo for an Intel for an AMD Ryzen or vice a versa. In that scenario a reinstall would necessitated as the drivers and kernel are very different.
