I have the same issue - after I updated my iPhone 6s to iOS 11.2, I can no longer FaceTime with people with an older version of iOS - they cannot see my video, so I would assume Apple changed the video protocol for FaceTime in iOS 11.
This is very concerning, as this would mean all of the iOS devices I have bought for my family are now obsolete, as FaceTime does not work.
I don't think I will be buying Apple device any more, given support is so poor.
