Technically, the new GeForce RTX 2070 Super is built around the GeForce RTX 2080, and not the GeForce RTX 2070. The underlying reason is that GeForce RTX 2070, already uses the full TU106 chip, so enabling more shaders wasn't possible with that. The RTX 2060 Super is carved out of the "TU106" silicon by disabling just one of TPCs (two streaming multiprocessors), making it almost an RTX 2070 if you know how to overclock. The RTX 2080 on the other hand has lot of margin to go down in shader count, which also helps with harvesting.
