We are aware of a couple issues customers are experiencing in regards to people not being able to join custom Battle.net games you create.
Routers
Normal reason: The router is not forwarding the data to the correct computer.
The solution:
Set your router to forward data on 6112 to one of the computers on your network and 6113 to the next computer and so on.
Then start Warcraft III on each computer, click the Options button, and click the Gameplay button.
Towards the bottom of this screen you will see a text box titled Game port. Make sure the number in this box is the same as the port your router is trying to send the data to (the first computer being 6112, the second being 6113, and so on).
