Those processes will outlive the devenv process. They will eventually terminate, usually ~5 minutes after the last devenv/blend instance closes. These processes keep track of incoming requests, and after a period of inactivity will terminate. If you see them continue to run indefinitely after all instances of VS & Blend are closed, then that would be a bug.
