Situacija je da sam dobio na aukciji i čeka se plaćanje. U kontaktu sam sa prodavačem, on tako šalje pošiljke van sad-a i do sad nije imao nikakvih pritužbi. Po svemu što sam pročitao, to je neka špediterska firma. Kakva je praksa sa našim špediterskim firmama? Dali oni riješe svu carinsku papirologiju, i stranci isporuče paket, zajedno sa računom za svoje usluge?

After reading some help pages and forums, what I understood about the import charges is that they are kind of shipping fee for the 3-rd party courier handling the shipping, in other words another shipping fee, from my point of view. Is this right?
No. They are the charges that the third party (Pitney Bowes) assumes the package would incurr upon importation... in your case the VAT, etc. They are simply being collected up front so you don't have to deal with it later. (This is one of the "features" of the Global Shipping Program. The seller only receives the portion of your payment that includes the item price and US shipping fee. The shipping fee and importation charges for your country portion of the payment goes to Pitney Bowes via the program.)
What I am trying to understand about the import charges is if they actually cover the actual import charges for my country or I still will need to pay VAT, import charges etc at the customs while receiving the item?
You should not be charged additional fees (VAT, etc.). The point of the pre-charge is so that you do not have to deal with those fees later.
