I looked at the MTR, and while it shows some ping variation, it does not show any packet loss on the last hop.
This means that your friends connection to the gameserver is stable and all packets end up at the destination (though the ping seems to vary a bit).
As such I do not think it is a problem of the connection of your friend to the server, but possibly the connection of your client towards battlelog. Or it could of course be that when your friend did the MTR, there were no more problems on the line anymore.
Does he have this problem only with your server, or on other battlefield servers as well ?

BF4 beta ( još ne mogu presuditi punu verziju jer nisam kupio ) imala bugove gotovo kao BF3 u početku. Ali, dalje uz timskim igrama može pružati zabave.
Sa 560Ti igra na istim rezolucijama išla ponekad kao krepana mačka. Sa patchom je poboljšalo.
