It is come to my attention that seller huang cheng aka
hotinbuy@sina.com is probably a fraudulent seller. I've noticed that his PP account is not accessible anymore and his page hotinbuy.com is not working anymore. Is that correct?
My Unique Transaction ID is ##############. The item is not sent yet, it was in processing stage few hours ago.
What are my options? Should I open a dispute ASAP or wait for some time?
I've read you keep money for 30 days. Is that correct? If i open a dispute until then I'm covered by paypal buyer policy?

You have 45 days from the transaction date to open a dispute.
You can open 2 kinds of disputes:
Item not received disputes: If you bought something but didn’t receive it, you can open an ‘item not received’ dispute. Before you open your dispute, wait 7 days from the transaction date so your seller has enough time to send the item.
Significantly not as described disputes: If you received an item that’s significantly different from the seller’s original description, you can open a ‘significantly not as described’ dispute.
