Although the same engine from the first Black Ops is being used, they made numerous improvements to make the Call of Duty PC experience much more enjoyable. Treyarch stated that they greatly improved graphics, introduced a proprietary anti-cheat technology and changed many other things to enhance the overall performance of the game. Also, the engine was moved from DX9 to DX11. One of the biggest things is that the DX11 requires much less CPU time to do the exact same amount of work as before. All of the improvements that they are making will lead to a much better online gaming experience."
