Yup, looks like it's been made more lethal. If my math is not off, the lethal radius with explmk2 against an unarmoured opponent is increased from 3.04 to 3.32 m.
Seems like it's better if you score a fairly close hit, but not quite as good for finishing off someone with a miss.
EDIT: Ok, being bored, I decided to do the math.
In the linear falloff region (past the red radius), the old CG did 100-16.129*(x-1.8 ) damage where x is the radius from the point of impact. The new does 100-21.7391*(x-2.4). These two lines cross each other at 4.125 meters, beyond which the old CG did more damage than the new. So now you know
