pa i nemaš je tu (barem je ja nemam)
kod mene je (a isto imam XP SP3) odmah pod My Computers --> Properties --> System Restore (odmah pored je tab Automatic Updates)

Da, tako i ja imam. Ali, kako sam čitao, osim ove opcije
Turn Off System Restore on all Drives, pod Performance->File System bi trebala biti i opcija
Disable System Restore.
