We have seen these problems with some members of our team. For some reason a pair of players can't join the session if any of them is hosting, while everybody else can join. So far the solution has been for each us to try hosting until we find someone everybody can talk to. It may just be a routing problem between those players.

But if nobody can join, then it's probably a firewall/port forwarding issue. If you are behind a router, disabling the firewall on your PC may not be enough. You also have to configure the router to forward all TCP/UDP packets received on port 3074 to the IP address of your PC.
