This is a PC release of a GTA game with the single most problems ever. Whether or not the fact that this version of the game was outsourced to Canada to be developed at the R* Toronto studio has anything to do with it I honestly can't say. But I guess you at least expect to have a working game when you meet the listed hardware and software requirements.
