Login as administrator (important) and you'll notice you don't get the error. (If you still get the error, the program was probably installed with a user that had limited rights and only that user can run it. This could have happenned in production and it was just never properly tested. In this case, the application will have to be re-installed with the administrator account, unless you know how to manipulate permissions for applications)

Goto start > Right click on MY Computer > Manage

Click plus next to Local users and groups

Click groups

Double click administrators on the right pane

Add the user you are logging in as to the administrators group

Log out and log back in as your user

When you log in as your user, you should now have full rights to read/execute anything on that machine unless something specifically denies it. The application should launch seamlessly and you should no longer get the error.

I also noticed that when changing the account from "Restricted" to "Priviledged" the problem disappeared.
